Can I put a rat cage on top of the mat?

No, these mats when covered continue to heat. By design, they are to have an animal lay on them, and when the animal gets too warm it can move off the mat. Look at QC Part #670850 or QC Part #670855. These have a sensor in them that shuts them off at a set point.
